The following PowerPoint presentation was part of a speech given by Marcus Bowman on October 12, 2007 in Beijing, China. The title of the presentation is "Environmental Benefits of ITS: Growing Vehicle Usage and the Role of Technology". The presentation was part of the Environment Technical Session of the 14th annual Intelligent Transportation Systems (ITS) World Congress. The message of the speech is that technology is rapidly solving problems. The vehicles of the future will be nearly emissions free. Therefore, the most productive policies for the environment are those that embrace the development of technology. To reduce emissions, you reduce emissions. Attempting to reduce driving is a) anti-freedom and anti-growth, and b) even if we could force people to drive less, it would have far less of an impact then new technology would have on the entire fleet of vehicles. It doesn't matter whether it is new cars from the likes of upstarts like Tesla Motors, or whether Detroit embraces technology, or whether policies and research spending from Washington, DC are necessary to bring about the future. One way or the other the future will come-- and it will be full of many smaller, more efficient cars and nearly emissions free vehicles of all sizes.
